Work closely with CFO/CIO in formulating the strategic alignment and use of Credit Union technology. Direct the development, procurement, implementation, and maintenance of Credit Union information technology products and services. Formulate and administer IT policies, procedures, goals, and objectives.  Develop technology services and solutions to effectively meet the future needs of Credit Union business areas.  Ensure that technology services are seamless, transparent, and effectively delivered, and that problems are promptly resolved.  Coordinate technology activities with other departments, and shares information with Senior Management and committees.  Supervise and appraise the activities of subordinate managers and ensure the cost-effective use of Credit Union resources.


Duties:

1.        Assumes responsibility for the planning, development, and implementation of effective IT strategies and policies. 

a.            Assist CFO/CIO in developing short and long-term technology objectives, goals, and strategies.

b.            Assist CFO/CIO in future systems design, development of new technology products, integration of present systems with new technology and the exploitation of the Credit Union’s existing technology investement.

c.            Assiss CFO/CIO with developing and maintaining a comprehensive Technology Governance framework.

d.            Assist CFO/CIO in developing annual technology budgets.

e.            Ensure technology plans, goals, and polices are aligned and consistent with Credit Union-wide goals.

f.            Ensure technology operations and processes are cost effective, efficient, and within established budget constraints.  Work to properly align technology resources with Credit Union business functional areas. 

g.            Implement and maintain technology disaster planning strategies and capabilities designed to support established enterprise-wide Business Continuity Planning requirements. 

h.            Ensure robust data backup strategies and capabilities to support comprehensive data management

i.              Ensure rigourous and regulatory compliant information security measures are maintained to protect the Credit Union.

j.              Serve on advisory and committees as requested.

2.      Assumes responsibility for overseeing the formulation, implementation, operation, and maintenance of all information systems and services. 

a.            Oversee and ensure proper functioning of server, network, and telecommunications infrastructures, including disaster recovery infrastructures, to efficiently and effectively meet Credit Union-wide technology needs.

b.            Effectively direct technology-specific incident management, problem management, service management and change management processes for Credit Union.

c.            Effectively and efficiently manage tehnology initiatives within overall technology project portfolio through application of project management principles.

d.            Direct service desk operations, break/fix effort, and ensure ongoing operation and support of all Credit Union hardware and software.

e.            Direct computer processing, application support, business analysis, requirements analysis, software development, testing and release of software solutions.

f.            Direct database support, database maintenance, and reporting operations while ensuring data integrity.

g.            Ensure system uptime, availability and capacities exceed established technology goals.

h.            Ensure patch management, vulnerabilty remediation and information security of server, network and telecommunications infrastructures, including disaster recovery infrastructures.

i.              Oversee technology components of annual disaster recevoery/business continuity planning tests. Correct any deficiencies.

j.              Identify, evaluate, and recommend new technologies. Conduct Requests for Information and Requests for Proposals (RFPs) as required.

k.            Direct acquisiton, configuration and implementation of new systems and technology and all requirements are met in accordance with established scope, timelines, available budget, and expected quality.

l.              Develop and maintain technology policies, procedures, and documentation for future reference, efficient problem resolution, and comprehensive knolwedge management.

m.          Seek continual service and process improvement.

3.      Ensure professional relationship management with internal and external contacts.

a.            Promote a strong Member Focus with the tecnology staff.

b.            Proactively maintain professional relationships with peers, trade contacts and auditors.

c.            Conduct effective management and oversight duties with all technology vendors and suppliers.

d.            Ensure quality customer service and problem resolution with all vendors and suppliers.

e.            Promote goodwill and a positive image of the Credit Union.

4.      Establish and maintain effective communication and coordination with internal staff and technology.

a.            Promote collaboration, business alignment and shared understanding between technology staff and all business areas.

b.            Ensure technology needs of business areas are fully met with reliable and efficient systems.

c.            Ensure effective coordination and communication between technology staff and busienss areas.  Obtain and convey information as appropriate.

d.            Coordinate activities of departments and commitees to facilitate optimal technology services.

e.            Ensure timely resolution of technology incidents and problems.

f.            Ensure timely completion of reports, records, and other documentation as required.

5.      Supervise information technology personnel, ensuring optimal performance.

a.            Provide positive, effective leadership and guidance to technology personnel through clear objective setting, appropriate delegation, involvement and communication. 

b.            Ensure personnel are well informed of changes in process, programs, policies, and procedures.

c.            Develop and maintain a coaching program to develop staff. Train and mentor technology personnel.  Provide assistance and support as needed.

d.            Conduct performance appraisals as assigned.  Provide measurable feedback to technology staff and suggestions for improved performance.  Conduct employee corrective actions as needed.

6.      Assume responsibility for related duties as required or assigned.

a.            Ensure physical and enviromental security of critical server and communication rooms.

b.            Ensure work area is clean, secure, and well maintained.

c.            Stay informed of trends and developments in information technology.

d.            Complete special projects as assigned.


PERFORMANCE MEASUREMENT

1.                    All Department personnel are efficient, effective, well trained and cross-trained to provide depth.

2.                    Good business relations exist with business areas, vendors, trade professionals, etc.

3.                    The Credit Union’s information needs are accurately identified and appropriately met.

4.                    Information systems are up-to-date, fully capable of meeting current needs, and adaptable to future requirements.

5.                    Required reports and documentation are complete, accurate, and timely.

6.                    Information and equipment are secure.

7.                    Data is thoroughly backed up and restoration capabilities verified.

8.                    Regulatory requirements are thoroughly met.

9.                    Disaster planning and mitigation strategies are implemented and tested.

QUALIFICATIONS

Education/Certification:     

•Bachelor’s degree in Computer Science, Information Systems, Business or equivalent work experience.
•Master’s degree desired.

Required Knowledge:         

•Understanding of Credit Union operations and information needs.•Knowledge of systems integration and implementation.
•Knowledge of regulatory requirements, information security and technology governance
•Excellent understanding of related hardware and software including server applications, networking environments, telecommunications, etc.
•Knowledge of Project Management (Certification Desired)
•Knowledge of Process Management
•Knowledge of Symitar Episys (Desired)
•ITIL Certification (Desired)

Experience Required:         

Five or more years of related experience and three or more years of IT supervisory experience.
